| On Dec. 4th 2003 the developer presented preliminary information on his plans for the soccer fields at Sneddon-Casey park. The developer is from eastern Ontario (London?).

Introduction of Preliminary Development Proposal
Mr. Nimer provided the Committee with an overview of the history associated with attempting to develop the subject property, the nature of his specific development proposal, and the credentials that he and his partner bring to the job. It was noted that a preliminary storm water management plan has been prepared for the development and will be submitted with the application for draft approval. It was also noted that there would be a noise study carried out due to the proximity to the railway tracks.
The details of the development proposal involve the construction of approximately 77 residential units, in two phases, over two to four years, starting in the spring/summer of 2004.
The type of residential units include semi-detached, quad-plexes and a series of town houses.
He noted that he had been in contact with the Town Planner to review the direction that future housing should take. He expressed support for the Town attempting to diversify its housing stock. The Planner noted that the subject property was designated and zoned for high density residential development.
There was a general question and answer period. Some questions related to compliance with the Zoning By-law. It was noted that efforts have been made to meet the requirements of the zoning by-law but some of the “new urbanism” design feature may require a minor variance (i.e. decreased setback from street, decreased road right-of-way width, higher densities).
It was stressed that the development of the subject property must include pedestrian linkages to the abutting municipal sport field.
